The wording removes ambiguity for drivers who might read an arrow panel as advisory, and it is why many agencies prefer it on unfamiliar or high-turnover approaches. R3-6R is correct where the lane may also continue straight, and mistaking the two changes the legal use of the lane. Its mirror is R3-7L.
